Your Post-9/11 GI Bill Monthly Housing Allowance (MHA) is determined by the ZIP code of your school — not where you live. A student at UCLA in Los Angeles receives a different MHA than a student at University of Arizona in Tucson, even if both students live in the same apartment complex. Understanding this allows you to legally maximize your housing allowance by tens of thousands of dollars over the course of your degree.

The Strategy

If you have flexibility in which school you attend, the difference in MHA between a low-BAH and high-BAH school location can be $800-$1,500 per month — $9,600-$18,000 per year. Over a 3-year degree, that is $28,800-$54,000 in additional tax-free income for the same tuition coverage.

How GI Bill MHA Is Calculated

The MHA rate is equal to the Basic Allowance for Housing (BAH) for an E-5 with dependents at the school's primary location. This rate is set by the ZIP code of the primary campus, even if you attend remotely or at a satellite campus in a different city. 100% enrollment = full MHA. Less than 100% = proportional MHA. Online-only enrollment = half the national average MHA regardless of location.

The Live-Where-You-Want Loophole

The MHA is based on the school location, not your residence. If you attend an in-person program at a school in a high-BAH city, you receive that city's MHA rate even if you live in a nearby suburb with much lower rents. For example: a student at Georgetown University in Washington DC receives the DC/NoVA BAH rate ($3,200-$3,800/month) even if they live in a $1,200/month apartment in suburban Maryland.

Hybrid Programs — The Best of Both Worlds

For the MHA to apply at the full rate, you must be physically attending at least one course in person. A hybrid program (one in-person class, remaining classes online) qualifies for the full MHA based on the school's physical location. This allows you to take one in-person class at a high-BAH school while doing most coursework online — maximizing the MHA while minimizing commute. Check with your school's certifying official and VA for current rules on hybrid enrollment.

The Transfer Decision

If you have remaining GI Bill months and you are attending a low-BAH school, consider whether transferring to a comparable-quality school in a higher-BAH area makes financial sense. The difference in MHA must be weighed against transfer costs, lost credits if any, and disruption. For many veterans, a transfer to a school in a higher cost-of-living area is financially significant.
